Policy

Policy development paves the way for the development and review of legislation. The policy outlines the guiding principles of the legislation, and is often more political than technical in character. Usually, a policy document outlines the rationale or background intention, the vision or goal, and the scope of the legislation. In this manner, the policy document provides the mandate and the parameters under which the legislation drafting committee operates.

The policy is usually developed by a policy drafting committee. One of the initial actions of the policy drafting committee is the development of the modalities of the policy drafting process, and the publicizing of this information for purposes of transparency and participation. Usually this process leads to the call for, and identification of stakeholders and technical experts to be consulted in the process. These role players often accompany the entire policy and the subsequent legislation development process. Another critical step for the policy drafting committee is the preparation of a number of key resource requirements such as the national, regional and international agreements and initiatives the country is party to, as well as information on the current and future trends with regards to the policing issue at hand.
