Civilian Police Training
Civilian Police (CIVPOL) refers to the deployment of police officers as part of peace keeping operations. The police as a component of the peace keeping operations perform the specific requirement of re-establishing the policing department and capacity building of the police personnel within the post-conflict environment. The level of engagement of the civilian police is often envisioned as an advisory capacity with the purpose of ensuring that as part of the consolidation of peace in the post conflict situation, an operative police service is developed. However, in reality, the civilian police operate in all spheres of the police service including the functioning of the police station, criminal investigations and deployment of patrols. Emphasis is placed on enhancing the relations between the population and the police in order to establish local confidence in the police services.
At a regional level in Southern Africa, SARPCCO is investigating the commencement of a regional CIVPOL training course in order to better prepare police officers for civilian policing. The curriculum would include training on issues such as the background to the United Nations and the African Union, peacekeeping, human rights, humanitarian law, international criminal justice standards, civilian police operating techniques, as well as operational and safety issues such as the vehicle control, procedures governing traffic movements, the use of communication technology such as the use of radios.
