Conclusion: progress through collaboration


The Ugandan National Action Plan represents a unique undertaking to prevent, control and eradicate the proliferation of small arms. This undertaking has been founded upon a collaborative and inclusive process that recognises the vital role that civil society can and must play, if sustainable peace, security and development are to be secured. While the National Action Plan focuses on arms management it will not only impact positively on human security, but also on governance processes, human development potential, confidence building between government and civil society and ultimately democracy because at its root lies the essence of cooperation, integration of all sectors of society in the achievement of a single objective and ultimately ownership: it is designed and implemented by Ugandans for the benefit of Uganda and Ugandans.
