Offered expertise to the four meetings of the African Chiefs of Defence Staff that produced the Policy Framework for the African Standby Force (developed in 2003 and adopted in 2004) -
Engaged in activities relating to the 4 priority areas of the African Peace and Security Agenda
Engaged in activities relating to the 4 priority areas of the African Peace and Security Agenda as follows:- Early warning
- Participated in, and catalysed processes towards a coherent continental early warning framework
- Early Response
- Facilitated the improvement of capacity for coordination and timely action for conflict prevention, resolution and management
- Continued to contribute technical expertise input and facilitation to the process towards the establishment of an African Standby Force
- Generated and document lessons learnt from experiences across Africa
- Disarmarment, Demobilisation, Reintegration and Rehabilitation (DDRR)
- Initiated a process towards an African Common Position on DDRR
- Engaged and advised on the various national Security Sector Reform programmes
- Supported the development of a framework for the disarmament of child soldiers in Africa
- Exploitation of Renewable and Non-Renewable Resources in situations of conflict
- Commenced continental generation of minimum standards for Renewable and Non-Renewable Resources
- Commenced consultation and dialogue at the national, regional and continental levels towards the generation of minimum standards for the exploitation of natural (renewable and non-renewable) resources in Areas Affected by conflicts
- Made an analysis of current resource management processes e.g Kimberley process; “publish what you pay” etc.
- Support provided to the African Peer Review Mechanism (APRM)
Support provided to the African Peer Review Mechanism (APRM) as follows:- Continued to support the NEPAD Secretariat in the establishment and operationalisation of the APR Secretariat
- Strengthened the capacity of national and regional stakeholders to participate effectively in the APR processes
- Engaged in activities that increase awareness and participation of the CSO, Parliaments and the private sector in the APRM processes
- Support provided to the AU Commission on Peace and Security
Support provided to the AU Commission on Peace and Security was as follows:- Offered expert facilitation to the fourth meeting of the African Chiefs of Defence Staff that revised the Framework Document for the Establishment of the African Stand by Force. (January, 2004)
- Engaged in projects that increase awareness of the AU-NEPAD Peace and Security Agenda
- Mainstreamed AU-NEPAD Peace and Security Agenda into the work programmes of civil society partners across the continent
- Support provided to the NEPAD Secretariat
Support provided to the NEPAD Secretariat was in the following areas:
- Continued support for the operationalisation of the APR mechanism and Panel of Eminent Persons
- Continued support in crafting of base documents in strategic areas such as:
- Non-aggression pact
- Terrorism
- Disarmament, Demobilisation, Reintegration and Rehabilitation
- Continued to offer, on request, technical and administrative back-up support during meetings of the NEPAD Steering Committee and the NEPAD Heads of States and Governments' Implementation Committee meetings
- Generated information and knowledge on the African Peace and Security Agenda and the African Peer Review Mechanism
- Organised and synthesised existing information on the African Peace and Security Agenda and the African Peer Review Mechanism
- Launch of Ukumbi
Launched “Ukumbi”, a regular policy forum on the African Peace and Security Agenda and the African Peer Review Mechanism in Pretoria.
- Hosted Consultative Meeting on the Management and Exploitation of Natural Resources
SaferAfrica hosted the first Consultative Meeting on the Management and Exploitation of Natural Resources in Africa in Johannesburg, South Africa.
- Provided technical assistance to the South African Defence Force
Provided technical support to the SA Department of Defence (DoD) for the 4th Women’s Peace Table Seminar in 2005, that resulted in an action plan to enhance the participation of women in the APSA
- Co-hosted and Facilitated brainstorming Summit of AU States and PSC
Co-hosted and facilitated the 4th BrainstormingRetreat of the AU Peace and Security Council and other Member States’ Permanent Representatives on PCRD in Durban, South Africa
