About the Governance and Development Programme
The Governance and Development Programme builds on the existing work of SaferAfrica with continued focus on key components that will enhance the capacity and improve the effectiveness of democratic institutions. Development and the need to improve the living standards and service delivery to all sections of society are inextricably linked with the effective functioning of vibrant democratic structures. The state institutions and civil society have responsibility towards society, but do not always have the institutional capacity to fulfil their obligations.
The Governance and Development Programme through its multi faceted approach, assists both state institutions and civil society in their efforts to strengthen democratic institutions and foster sustainable development. The method of its work is to undertake governance and development activities as a cross cutting element of peace, safety and security operations and to focus on three activities at large: working with parliamentarians, civil society and communities, across similarly affected regions but primarily in Africa and between Africa, Latin America and Asia. The Governance and Development Programme has received funds from the government of Sweden. Partner organizations of this programme include International IDEA, Parliamentary Centre of Canada, SADC Parliamentary Forum, Goree Institute, Angola 2000, ODEMA, Fundacion Gamma Idear, Ayundando a los que se Ayundan and Asociacion de Politicas Publicas.
The units of the programme are:
- Democratic Governance: Focuses on strengthening electoral processes, parliamentary capacity and research on governance issues as critical elements in promoting democracy governance.
- Participatory Governance: The Unit works with community structures and includes building entrepreneurial skills in communities to support sustainable development & prosperity; enhancing community understanding of government structures & policies and improving capacity of CBOs to partner with local government.
- SURPAZ is an expert activity area that houses specific capacity and action projects to improve the capacity of governments in the South (across regions) to interact with each other behind common peace, safety, security and developmental agendas. Its final goal is to generate indigenous capacity that is sustainable at world class level for the practitioners of the South to engage in international processes and make their needs known and their talents recognized. It also acts as a North-South information management and exchange resource, for example, in calling attention of needs and financial and technical assistance to the South.
