Supporting Sustainable Transformation of Parliaments Programme

This programme seeks to deepen an understanding of the challenges facing parliaments in the South by bringing together experts and parliamentarians from across the globe to exchange information and develop materials that will assist them in performing their duties and make the entire parliamentary machinery work more effectively. The following projects are being undertaken:

Parliamentary Involvement in the Ratification, Domestication and Implementation of SADC Protocols Project

This joint project with the SADC Parliamentary Forum aims to enhance parliamentary and civil society participation in the ratification and implementation of SADC Protocols.

The first activity of the project was the compilation and publication of a Compendium containing the Protocols, and other legal instruments of the SADC region, produced in the period between 1992 and 2006. The objective of the Compendium is to serve as an essential informational tool for parliamentarians and civil society, by providing an accurate and succinct overview of each protocol’s purpose and objectives. It is envisaged that this will enhance the ability of parliamentarians to move the integration and development agenda of SADC forward. This Compendium will be launched at the Regional Conference.

The second activity is the facilitation of workshop for parliamentarians on SADC Protocols related to safety, security and governance, which will enhance parliamentary participation in the implementation of protocols relating to safety, security and governance.

The third activity scheduled for 2007 is the development of publications focused on particular areas, especially protocols related to safety and security, and governance issues for example, the SADC Protocol on the Control of Firearms, Ammunition, and Other Related Materials, and the Protocol on Politics, Defense and Security). The production and dissemination of Best Practice Reference Manuals to enhance parliamentary participation in the implementation of protocols relating to safety, security and governance shall be the outcome.
