1st Consultative Meeting on the Management and Exploitation of Natural Resources in Africa: Implications for Peace and Security (1 to 4 March 2005)

The First Consultative Meeting on the Management and Exploitation of Natural Resources in Africa was held at the Indaba Hotel Conference Centre in the city of Johannesburg, South Africa from 1 to 4 March, 2005. Arms Destruction in Uganda (15 September 2005)

On 15 September 2005, Mr. Richard Nabudere, NFP Coordinator from the Uganda National Focal Point, requested assistance from SaferAfrica (Mr. Sarel Buijs) for a public destruction ceremony of illicit small arms and light weapons that would coincide with the launch of the National Action Plan on Small Arms and Light Weapons for Uganda that took place on the 26th of September 2005. The destruction of the 3000 illicit firearms was done by means of burning. The firearms destroyed during the ceremony were mainly those seized from criminals and rebel groups active in Uganda.

As this burning method does not render the firearms completely dysfunctional they will be taken to a smelter for final destruction.

The Government of Uganda is a signatory to a number of international and sub-regional instruments on the control of SALW such as the UNPoA, Nairobi Protocol and UN Firearms Protocol against the Illicit Manufacturing of and Trafficking in Firearms and is thus fulfilling their obligations under these instruments by destroying seized and captured SALW.

This action is also in accordance with serial no 3.3 objective 9 of the Uganda National Action Plan. This objective states, “To identify, collect, pool, administer and destroy all surplus, seized, captured and voluntary surrendered stock”.

The Fourth Summit of the Americas “Creating Jobs to Fight Poverty and Strengthen Democratic Governance” will take place in the city of Mar del Plata, in November 2005. In this context and recognizing the importance of Civil Society as a strategic partner to meet governments’ goals, build consensus, and strengthen democracy; the Social Sector Forum and SaferAfrica, with the support of the Association of Public Policies (APP), organized a regional consultation whose results were debated on a workshop on September 13, 2005.

Representatives from different Civil Society organizations (private sector, NGO’s, labor unions, unemployed groups, etc) discussed the role of civil society in promoting employment and reducing poverty, two central elements for democratic governance and human development. A final document was agreed in the workshop and its main recommendations will be presented in the IV Summit.

LAUNCH of Progress with Security Network (PWSN) (September 2005)

On 1 September 2005, SaferAfrica has launched their latest initiative, the Peace with Security Network (PSW Network). The PWS Network creates a platform in which like minded-civil society organizations both at grassroot and national level in Latin America and Africa will inter-relate and work towards a common agenda in areas of peace and security, good governance and economic development. The network will be available to all those who register for it and come from the organized civil societies operating in Africa and Latin America with a common commitment to the enhance peace and security in Africa and Latin America as encompassed in the UN millennium development goals. Regional Consultation of Governmental Experts on SALW and BMS Reporting West Africa (28 – 29 APRIL 2005)

West Africa Regional Consultation on the BMS and the UN PoA review conference (Bamako 28-29 April) - with all national focal point coordinators of West Africa and representatives from Southern, Eastern and Northern Africa present. The Security Network of Latin America (RESDAL) (January 2005)

The Security Network of Latin America (RESDAL in Spanish) was created in 2001 to promote the institutionalisation of the state functions of security and defence within the frame of democracy through the strengthening of the civil capacity. Its activities are focused in the promotion of the collaboration between institutions and individuals committed to this subject in the whole region, the organisation of visits to render assistance to different countries, the debate and research on civic-military relations, security and defence. All of it is concentrated in the RESDAL website which main objective is to make possible to the user with this accessible tool to obtain information, to know and learn about this field and contact institutions and specialists.
