- what capacity
needs to be built to sustain
the effort;
- undertaking a
national assessment of needs
(map ping of the arms situation
in Namibia and its immediate
region: including the legislation,
operational measures, strengthening
of operational capacity,
micro-development, public
awareness, recordkeeping,
licensing, border controls,
etc); and the
- creation of a
comprehensive national plan
of action.
