The First Ministerial Review Conference of the Nairobi Declaration on the Problem of the Proliferation of Illicit Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa
Summary of Report of the Nairobi Secretariat Activities since 2000Mr Ambeyi Ligabo
Immediately following the mandate received by the Nairobi Ministerial Declaration of March 2000, the Government of Kenya undertook the creation of the Nairobi Coordination Unit that serves as the Nairobi secretariat. The Secretariat was formed in June 2000. The following activities were conducted since July 2000 to date:
- Development of the Coordinated Agenda for Action and its Implementation plan.
- Organisation of a regional workshop of experts from member states in November 2000 to approve the Agenda and the Implementation plan.
- Provide a coordinated regional voice at the Bamako Ministerial meeting of December 2000.
- Assisted a coordinated regional voice at the United Nations Preparatory Committee meetings of January 2001 and March 2001.
- Assisted the final discussions of the United Nations Conference in New York in July 2001.
- Developed an implementation budget and a regional document to launch the Declaration and the Friends of Nairobi partnership with international donors.
- Launch of the official documents in New York and hosting of a first Friends of Nairobi meeting, in July 2001.
- Convened and supported the regional technical meeting of the EAPCCO legal sub-committee to draft the Protocol on Small Arms and Light Weapons of the Great Lakes and the Horn of Africa in June 2001.
- Co-convened with EAPCCO Secretariat and IGAD Secretariat a joint workshop on operational measures to implement the Nairobi Declaration on law enforcement aspects in June 2001 in Uganda.
- Co-convened with EAPCCO and IGAD Secretariat a joint workshop in Djibouti on the Establishment of national focal points, managing stockpiles of small arms and collection and destructions of surplus weapons in December 2001.
- The Secretariat also assisted the formation of the National Focal Point in Kenya and Uganda during 2001.
- During 2002 and based on its experience and the above activities, the Secretariat has developed an operational guideline to improve its regional coordination capacity and has restructured its calendar of activities to meet the new challenges.
- The Secretariat has prepared the draft of the ministerial review declaration that is being distributed for your comments and approval prior to arrival of Ministers and has organized this experts meeting as part of this process.
- As regards information dissemination and exchange, the Secretariat has also launched a newsletter called Progress.
