I raise tribute to each and every Namibian that contributed to the development of the National Action Plan on small arms. During the information collection phase, just under 3400 citizens were interviewed in each region of the country. We conducted 13 civil society workshops drawing together stakeholders including the community based organisations and tribal authority, which made a meaningful contribution to understanding the dynamics of illegal small arms in these territories. Finally, there were 13 law enforcement workshops which drew together regional representatives of all relevant ministries to look at practical solutions to the situation on the ground. I am confident that the processes was broadly consultative and informed the formulation of the National Action Plan. The Namibian Police Service as the lead agency in the National Focal Point on small arms are committed to its implementation in conjunction with other role players.
