Draft Resolution to establish Committee of Experts to draft Agreement Relating to the Regional Centre on Small Arms (RECSA)
RECALLING the Nairobi Declaration on the Problem of the Proliferation of Illicit Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa;
REAFFIRMING their commitment to the fundamental principles and objectives of the Nairobi Declaration;
WELCOMING the adoption of the Nairobi Protocol for the Prevention, Control and Reduction of Small Arms and Light Weapons in the Great lakes Region and the Horn of Africa;
DETERMINED to ensure coordinated and systematic implementation of the Nairobi Declaration as well as the Nairobi Protocol;
CONSIDERING that the powers, functions and the organization of the Regional Centre on Small Arms (RECSA) established under Article 18 of the Nairobi Protocol are to be defined in a separate Agreement;
COMMITTED to ensuring the adoption of the Agreement Relating to the Regional Centre on Small Arms (RECSA);
The Second Ministerial Review Conference of the Nairobi Declaration on the Problem of the Proliferation of Illicit Small Arms and Light Weapons in the Great Lakes Region and the Horn of Africa has decided to:
- Constitute a Committee of Experts drawn from all States Signatories of the Nairobi Declaration and the Nairobi Protocol with a mandate to draft an Agreement Relating to the Regional Centre on Small Arms (RECSA) and specifically to provide for the composition, powers, functions and the organizational framework of the Centre.
- Request the Committee of Experts to submit a final draft of the Agreement to the 3rd Ministerial Review Conference for consideration and possible adoption.
- Request the Nairobi Secretariat to facilitate the work of the Committee of Experts.
